platforms and mechanisms devoted to knowledge
transfer, as implemented in city to city learning
initiatives (Haupt et al. 2021).
Accompanying Monitoring and Evaluation
To guarantee effective and successful processes
and enable the systematic capture of learning
effects regarding the transformation of the SDGs
to the local level (the model character of the
project), the GNK NRW project was accompanied by continuous internal monitoring and
evaluation of the main working steps. Thereby,
monitoring and evaluation serve different
purposes:
The monitoring provides interim results with
regard to the working processes in the steering
committees. Through a continual review of
results that were compiled during the main steps
of the presented CIP, it is possible to check
whether the work of the municipal steering
committees complies with the requirements of
the LAG 21 NRW project approach. Thus, it
enables
early
detection
of
erroneous
developments so that countermeasures may be
initiated during the working steps if necessary.
The evaluation serves to verify whether and
how the project’s overall objectives and those
defined for the main working steps have been
met. In addition, reasons for deviations from the
exemplary approach and the omission of objectives are identified to derive extensions and
adjustments to the LAG 21 NRW project
approach, if it appears necessary.
To meet these requirements, the internal
monitoring and evaluation were based on a
multi-method approach that integrates different
perspectives:
– The basis of this approach is provided by an
analysis of the documented results that were
compiled during the main steps of the CIP
presented (see Sect. 3), for example, attendance lists for the steering committee meetings, logs to record the working processes in
the committees, the selected topics of the
