for the organization of the process, its development and implementation, and the CIP of the
IMSS.
Coordination
The coordination consists of a coordinator and a
substitute. The group supports the process of
developing and implementing the IMSS and is
the central point of contact for the various
stakeholders involved. Moreover, it ensures
results and provides information on the progress
of the process for interested parties and is
responsible for continuous internal and external
communication (public relations). This coordination is part of the core group (see Fig. 3).
Core Group
The core group is an administrative team. In
regard to the integrated nature of the SDGs and
interdisciplinary working groups, the core group
consists of persons from different departments
(e.g., planning, health, environment, and transport). The main task of the core group is the
preparation of analyses and the interdepartmental
planning of activities. Regarding the project
focus, additional administrators or external
experts can be temporarily added to provide
further expertise in the working process. The
core group is part of the steering committee (see
Fig. 3).
Steering Committee
The steering committee is composed of stakeholders (see Fig. 3). Stakeholders are defined as
multipliers and represent different social interests. Analogous to the core group, the steering
committee is also built up in an interdisciplinary
manner, including potential actors such as economic enterprises, scientific institutions, nongovernmental organizations (NGOs), associations and churches. Regarding the project focus,
the steering committee can also be adapted,
supplemented and expanded. As an integral part,
representatives of the political bodies should be
involved. The steering committee is the central
feature of the LAG 21 NRW approach: here, it
links the integrated management system to the
cooperative planning approach by involving all
relevant stakeholders during the whole planning
process in one negotiation process (see Fig. 1).
Considering the specific (specialist) expertise
gathered, the steering committee designs the
objectives and measures of the IMSS. Together
with the core group, the steering committee aims
for the horizontal integration of different disciplines and stakeholders in order to identify
