Biographies of Contributors
Aysegül Kibaroğlu is the Chair of the Department of Political Science and
International Relations at MEF University in Istanbul, Turkey. She was a Visiting
Professor at the University of Texas in Austin, LBJ School of Public Affairs in
2016. Her areas of research include: Middle East transboundary water politics,
international water law, Turkey’s water policy, political geography, and environmental security. Prof. Kibaroğlu worked as Advisor to the President of the
Southeastern Anatolia Project (GAP) from 2001 to 2003, and she has been a
founding member of the Euphrates Tigris Initiative for Cooperation (ETIC) since
May 2005.

Emel Türker Alpay is currently a Ph.D. student of Socio-Environmental Studies at
Ankara University. She graduated from Boğaziçi University (Foreign Language
Education Department), and later took her Master’s degree at İstanbul Bilgi
University (Human Rights Law Department) with a thesis entitled “United Nations
Climate Change Regime: Equity or Fairness for Indigenous People”. She has
worked for Greenpeace Mediterranean both professionally and voluntarily. She was
formerly the project coordinator of “Turkey’s Map of Environmental Violations”
project conducted by Transparency International Turkey and the Environmental
Law Association.
