– when the flood quota registered (FQ), which represents the water level at the
overflow point on the lowest slopes of the minor bed (there are no floods, only
portions of land are filled with water), and the observation and measurements are
intensified (from 2 to 2 h);
– when the danger quota registered (DQ), is when the goods and population are
evacuated, and decisions are made based on predefined plans (the frequency of
observations and measurements is from hour to hour) [11].
Recordings from the staff gauge are done by both the hydrometer and the automatic
stations (in order to double the recording and have better accuracy). All information
is recorded in the level books and flow measurement flyers. After the most important
floods, there is requested an alluvial sampling in order to determine the granulometry
[41, 42].
11.4 Results and Discussions
In areas where the rain gauge stations are located, the hydrometer has an obligation
to transmit the amount of precipitation to the hydrological stations. Under normal
circumstances, the information is transmitted twice a day: at 7 o’clock and 19 o’clock.
In exceptional cases, when measured precipitation exceeds 15 mm in 3 h or 25 mm
in a 6-h time, the rainfalls are considered dangerous and need to be transmitted to
the superior units immediately after registration as a “pluvio warning”.
During winter, the snow cover (thickness, density) is measured, and it is determined the water reserve. To achieve these measurements, a series of platforms of
different shapes and sizes (which are located in areas that are most suited for the
sampling and which do not suffer any influence that could cause erroneous values of
the water reserve corresponding to the snow cover) are established. These platforms
can be: large, small, and triangular or as a nivometric profile [11].
Within the Siret River Basin, special importance is given to current hydrometric
activities. In order to know the spatio-temporal variability of the water resources
on a small scale, there were identified four representative basins (monitored by the
hydrological stations Vatra Dornei, Suha, Onesti and Bacau).
The evaporimetric network in Romania comprises a total of 55 evaporimetric
stations: soil (the evaporation is determined in two types of surfaces free of vegetation
soil and covered soil), lake (evaporation at the surface of the water) or experimental.
In the Siret River Basin, there are 6 evaporimetric stations. The northernmost Water
Management System of the Siret Water Basin Administration is represented by WMS
Suceava. It has a number of three hydrological stations (HS): Suceava Hydrological
Station, Vatra Dornei Hydrological Station and Stulpicani Hydrological Station.
Each hydrological station has a number of hydrometric stations:
• HS Suceava: 25 hydrometric stations, of which only one with level recordings,
12 with level and flow determinations, 2 with level determinations, adjusted flow
