Between 2005 and 2016, in Alba County, out of 78 communes, 75 were affected
by floods. Half of these have recorded events in at least 3–5 years of this time, and
only one locality in 10 years out of 17.
Arad registers 51 localities with events, out of 78, where only four communes
were affected by floods in 6 years.
Arge¸ s recorded floods in all 102 localities, three localities being affected the
most (in 7 years out of 17). In about 60 localities, there have been floods in at least
2–4 years. Also, other counties record floods at the level of all administrative units,
as is the case with Neamt , County (83/83), Suceava (114/114), Ias , i (98/98), Vâlcea
(89/89) or Caras , -Severin (77/77). Very close to flooding the entire surface are the
counties Boto¸ sani (76/78), Vrancea (70/73), Covasna (41/45), Galat , i (64/65), S˘ alaj
(60/61), Hunedoara (67/69) as well as Dolj (100/111) and Teleorman (93/97).
The county with the fewest localities affected by the flood is Timi¸ s with only 3
localities out of a total of 99. There are also localities that almost annually register
at least one extreme event. Localities along the Danube, Olt, Jiu, Siret or Prut are
affected.
Historical storms recorded on the Danube are those from April 2006 and June–July
2010. The first had a maximum flow at the entrance to the country (Bazias , section)
of 15,800 m
3 /s, representing the highest flow rate produced during the observation
and hydrometric measurement period, and the second one, 13,350 m
3 /s. Significant
exceedances of flood rates across the Danube have been recorded for 27–69 days.
Damage to rivers has led to the flooding of 88.841 ha of 9 enclosures: Ghidici-RastBistre¸ t, Bistre¸ t-Nedeia-Jiu, Jiu-Bechet, Bechet-D˘ abuleni, D˘ abuleni-Potelu-Corabia,
Olteni¸ ta-Surlari-Doroban¸ tu, C˘ al˘ arasi-R˘ aul, F˘ ac˘ aeni-Vl˘ adeni, Ostrov-Pecinega. The
Calarasi Raul and F˘ ac˘ aeni Vl˘ adeni incidents were flooded by controlled breaches
for the reduction of the water level in the Fetes , ti - Cernavod˘ a highway.
The June–July 2010 flood on the Danube was a two-peak flood, maximum flows
being of 13,200 m
3 /s in mid-June and 13,350 m
3 /s in early July. The causes that generated these exceptional flood waves were large amounts of precipitation (100–230 l/m
2
in the upper basin of the Danube and 100–200 l/m
2 in the Savei basin), as well as
the waterproofing of the sloping surfaces and the embankment of the minor bed.
All these, conjugated, led to catastrophic manifestations on the lower course of the
Danube, although, here, only partial tributaries rivers contributed to the formation of
these floodplains.
In the Dobrogea region, the hydrological regime of the rivers has a number of
features. High precipitation rates are recorded in a relatively short time (2 h) as was
the case from 28/08/2004 in Constant , a County. The recorded rainfall has exceeded
the known historical values in certain areas (the average annual rainfall value for
Constant , a County is 377 l/m
2 , the biggest amount fallen in a day is 111 l/m
2 and
registered on July 1, 1992).
Large amounts of precipitations fallen in a relatively short time combined with
leakage on the slopes and undersized sewer networks have caused severe floods
affecting 14 localities, being recorded important damage. Among the most wellknown floods recorded in this area are the ones from 2001, 2002, 2004, 2005.
