6.5 Multiple Criteria Decision-Making Paradigm
In the urban water services, the most important objective is to have a good and reliable
infrastructure. As many water pipe systems are approaching the end of their lifespan,
municipalities and water companies are facing a complex task: choosing a proper
material for replacement. The same difficult choice also appears when designing
entire new water systems.
Choosing the right water pipes is an extremely important decision, which in Romania early after 1990 was sometimes a game of chance, in the absence of specific
regulations [14], combined with the interests of both material suppliers and (quite
often) senior officials of local government or water system operators.
