The proposed interconnected system will provide considerable additional flow
rate in the coastal areas where resources are used excessively in the warm season,
reducing the variation in groundwater levels of local sources. New sources or the
activation of previously preserved boreholes in rural areas (due to reduced consumption), even placed far away from the shore, will compensate seasonal flows through
the connection to the regional system.
It is imperative to use surface water for irrigation so that the quality of the groundwater to be preserved. Therefore, the irrigation systems in Dobrogea depend on long
distance water transportation as the primary surface water source is the Danube or
the canal that connects this river to the Black Sea.
The efficiency and low energy consumption are among the goals of the Romanian authorities, and the designers enrolled in the rehabilitation programmes, as the
infrastructure for drinkable and irrigation water supply is aged. The environment
protection has to be a priority for all decision-makers regarding the technology used
in new construction sites, for maintaining or even restoring the natural habitats that
give Dobrogea specific charm and beauty and, above all, assure a healthy living for
the inhabitants.
An integrated water resources management and a change in men’s philosophy
concerning the influence of the more and more variable climate form the best way
to the sustainable development of Dobrogea region. This sustainability has to be the
responsibility of the nowadays generations.
5.7 Recommendations
According to the conclusions we have drawn, we formulate the following recommendations:
a. The continuous monitoring of the physical and chemical parameters of the water,
especially regarding sodium and nitrate indicators.
b. The identification and suppression of water pollution sources.
c. The quantification of the timescales of groundwater pumping impact has to be
performed.
d. New wastewater treatment facilities have to be built mainly in the rural area of
Constanta County.
e. The interconnection of the zonal water supply systems into a regional one has
to be planned so that to diminish the number of intermediate pumping stations
and to use gravity instead.
f. The use of numerical simulation in all planning and designing activity.
g. The extent of sonar methods use for water loss detection across the water distribution networks is needed.
h. The increase in the number of local wastewater treatment facilities.
