The Water Framework Directive—2000/60EC is a new approach to water management, based on the basin principle and imposing strict deadlines for implementing
the measures included in the program. The Directive establishes a number of integrated principles for water management, including inter alia the participation of the
public in water management and the integration of economic aspects. Under this
directive, the Member States of the European Union were required to ensure the
good status of all surface waters by 2015.
The Management Plan of the Hydrographic Basins in Romania, the main implementation tool of the Framework Directive was finalized at the end of 2009. The plan
contains the programs of measures (required by Article 11 of the Directive, measures
mentioning the progressive achievement of the good status of all surface waters until
2015), the reasons for any delay for the program measures to become operational,
and the timetable for the implementation of the measures [1].
Regarding the implementation of the Urban Wastewater Treatment Directive
91/271/EEC, the entire territory of Romania is a sensitive area, requiring a long
transition period, namely 12 years [30].
4.2.6 Monitoring Romanian Water Quality
In the complex activity of water quality protection, the main element is the knowledge
of its quality at each moment and on the basis of the obtained and analyzed data a
prognosis can be made of the evolution trend of the water quality on hydrographic
basins or on more restricted areas [22, 31].
The main activities that contribute to the achievement of the water quality objectives are as follows:
• Tracking and measuring activities over a limited period for a specific purpose,
such as the establishment of fisheries;
• Continuous monitoring by measurements and observations of water quality, on
certain sections or tributaries in the case of waters with certain important uses,
such as a source of drinking water;
• Long-term monitoring activity based on standardized measurements for the study
of water quality and the evolution of water quality over time and space.
The main purposes of monitoring activities in general and of water, in particular,
are:
• Alarm in case of increases in pollution values that can become dangerous;
• Checking the validity of strategies for water quality protection;
• Evaluation and prognosis of the evolution of the water quality;
