3.4 Conclusions
Nowadays, the effects of climate change have caused disruptions in water cycle
performance, the forecasting of the quantitative and qualitative spatio-temporal distribution of the water resource is becoming a difficult task as well as its management
and planing. In a modern society characterized by technological contrasts together
with education, access to resources, human health and natural environment, the development of appropriate policies should be based on both the results of systematic and
complex analyzes of the specialists in the field and on the active feedback achieved
trough public participation.
Since joining the EU in 2007, Romania has significantly improved its environmental performance, according to the World Bank Group [199]. Romanian legislation
correctly reflects the environmental requirements agreed at EU level, but the real
challenge is effective field enforcement, due to lack of adequate planning, coordination and funding.
