Areas (CONANP by its Spanish acronym) in the municipality or in its neighborhood
coastal and marine area. Most protected areas have action plans for the adaptation
to climate change effects. We consider this a good governance (institutional) indicator since these plans “seek to identify, sustain and guide the implementation of
adaptation measures to reduce the vulnerability of socio-ecosystems and achieve
articulation with key actors. These instruments integrate information on climate
scenarios and their possible effects on conservation objectives and rural productive
activities” (CONANP 2017).
The results of the subindex of coastal adaptation capacity are shown in Table 17.8
and Fig. 17.6. Contrary to the sensitivity subindex, most of the coastal municipalities of the country (red color in Fig. 17.6) have a low adaptation capacity. These
municipalities lack the four public policy instruments that allow them to be prepared to face the impacts of climate change on their coasts. In addition, for the cases
