management framework, as well as the commitment of the organized society and
academy, which has brought a greater knowledge of our territory and with it a legitimate responsibility for its conservation.
In this way, the international context has always been a promoter and guide to
national policy agendas. Clear examples of this have been the United Nations
Conference for Environment and Development where the CBD was generated,
being this the first agreement on a global level that establishes as a central point,
conservation and sustainable development for the survival of the humanity and the
environment. Likewise, the international recognition that is granted to the NPA is
another tool for their protection, such as the designation of a Ramsar Site or a World
Heritage Properties. All these instruments have been well accepted by many of the
UN countries and have been integrated into their national conservation schemes,
and Mexico. It is one of the countries that has taken advantage of these conventions
to promote the protection of their ecosystems, biodiversity, and culture.
The designations of the NPA as World Heritage Properties have brought with
them not only a list of commitments to be fulfilled, but also international support for
the conservation of these sites and their Outstanding Universal Value. Some of the
advantages of being included in the World Heritage List are:
• Being part of a worldwide group that attracts greater conservation interest and
greater obligation of governments, which can greatly help the country to raise
awareness in favor of the preservation of the NPA, as well as raise the interest of
specialists, with new research or monitoring initiatives that support the management of the area.
• The NPA that belongs to this List is benefited by receiving more dissemination,
which increases their potential capture of national and international economic
resources.
• A very particular type of tourism is encouraged that is focused on visiting only
World Heritage Properties and that is very sensitive to the value that these
Properties have for humanity.
• Access to the World Heritage Fund, which is annually enabled to identify, preserve, and promote World Heritage Properties in its territory, as well as to provide emergency assistance to repair damage caused by natural disasters or caused
by human societies, as well as for staff training.
Nevertheless, in Mexico there is still a long road to take advantage of the benefits
and other actions that must be undertaken, such as:
• Strengthen the dissemination and teaching on the World Heritage Convention
and its related instruments, in order to facilitate the understanding and application of the same to the actors involved and interested in the reserve.
• Encourage decision makers to inform themselves and act coherently and in compliance with the obligations acquired by signing the Convention concerning the
Protection of the World Cultural and Natural Heritage, and thereby reduce the
threats that may arise.
