and growth. In this sense, it is necessary to make from culture a vector of sustainable development to consider education to achieve a change of customs, values, and
patterns to support and sustain this process.
UNESCO and its conventions were given the task of reforming and adopting the
SD principles to apply them in their respective processes, promoting innovative,
holistic, and effective program implementation structure and modalities, as well as
achieving greater interdisciplinarity. To get this, a medium term strategy was made
for the period of 2014–2021, in whose UNESCO mission is reconfigured as a specialized agency of the United Nations that works through education, science, culture, communication, and information, to contribute to the consolidation of peace,
the eradication of poverty, and sustainable development and intercultural dialogue.
The strategy developed considers nine strategic objectives which are linked to the
2030 Agenda and the SDGs, and it will also be fundamental to establish the basis of
a sustainable culture, particularly with the conservation schemes of the world heritage, such as strategies 6 and 8 that refer to the support of inclusive social development through the promotion of intercultural dialogue to bring cultures closer, the
promotion of ethical principles, and the promotion of cultural expressions.
UNESCO believes that only “through a straight cultural component a human
centered development approach can be achieved that yields results that are sustainable, inclusive and equitable” (UNESCO 2014, p.  25); In particular, Strategic
Objective 7 on protection, promoting, and transmitting Heritage, it emphasizes the
link between heritage and the challenges humanity faces today, such as climate
change and natural disasters, the loss of biological diversity, drinking water, conflicts, unequal access to food, education and health, migration, urbanization, social
marginalization, and economic inequalities.
In particular, on the World Heritage Convention in 2015, the General Assembly
of the States of the States Parties approved the policy document for the incorporation for the perspective of sustainable development in the process of the World
Heritage Convention (21st meeting of the General Assembly of the Convention on
Heritage). They also recognized the growing interest from the investment sector for
the conservation of World Heritage Properties and strongly encourages all banks,
investment funds, the insurance industry and other relevant private and public sector companies to integrate into their sustainability policies, provisions for ensuring
that they are not financing projects that may negatively impact World Heritage
Properties and that the companies are investing in subscribe to the “No-go commitment,” and invites them to lodge these policies with the UNESCO World Heritage
Center (p. 13).
Conclusions
At the global level, it has been recognized and advanced in terms of environmental
conservation, and Mexico has not been unaware of this evolution, responding to
global changes and the demands that the environment deserves for its protection. In
the last decades it has increased and enforced the institutional, legal, and
