2 Standing of Ghaziabad in SBM and Survey Methodology
Ghaziabad is one of the most urbanized districts of Uttar Pradesh. Due to its strategic
location in the National Capital Region, it has been an important industrial city of
India. Therefore, a quick and effective implementation of the Swachh Bharat Mission
in the city was considered a priority. After the start of the program, the pace of the
scheme’s implementation was slow. The Swachh Survekshan conducted by Ministry
of Urban Development in 2016 ranked Ghaziabad 67th among 73 participating cities.
The same report put Ghaziabad in the category of slow movers in the domain of
cleanliness. The Swachh Survekshan conducted at the start of 2017, placed Ghaziabad
351st among 434 cities. However, the work since the publishing of that report has been
praise worthy. After the base line survey of 2013, Ghaziabad needed 23,152 toilets,
which have now all been built thereby making Ghaziabad one of the first districts
in Uttar Pradesh with 100% toilet coverage. The district of Ghaziabad, including its
191 villages, has also now been declared and verified open defecation free. Due to
these efforts, the city, along with Jaipur, was also awarded as the country’s ‘fastest
mover’ among six state capitals and big cities with population of more than 10 lakhs
(one million) in the year 2018.
This sudden exponential growth in the area of sanitation is worth for scrutiny
considering the reports also state that even ODF verified districts have large number of
people not using toilets. To find more tangible answers, we conducted a survey in the
city to study the difference more closely. The survey which was conducted was done
through scientific methodology. A list of all the villages in Ghaziabad was collected
from the Swachh Bharat Gramin Web site. The total villages (191) belonged to the
four main blocks of Ghaziabad namely, Bhojpur, Muradnagar, Rajapur and Loni. The
intention was to select 5% (5% of 191 = 10) of the villages in the district at random.
