About the Authors
Stephen A. Engleman, PE earned two degrees
from the University of California at Berkeley: a BS
in mechanical engineering (graduating with honors)
and an MS in mechanical engineering. While earning
his master’s degree, Engleman conducted research
on innovative technologies using high-temperature
incineration in the destruction of wastes that are difficult to eliminate. After graduating, he performed
dispersion modeling of toxic clouds from potential
catastrophic industrial accidents. He also performed
emissions testing of various industrial sources,
including hazardous waste incinerators and cement
kilns that burned tires.
Engleman assisted industrial companies to understand and comply with the complex air quality regulations in the Los Angeles area.
His work included assisting facilities in identifying the most effective air pollution
control technology available and for 4 years provided on-site air quality support for a
major Southern California petroleum refinery.
Engleman also spent 3 years in Paris, France, managing international due diligence reviews and conducting environmental compliance and liability assessments of
complex industrial sites. The assessments involved sites in Europe, North America,
South America, Asia, Africa, and Australia and covered air, waste, water, soil, and
groundwater and special material (PCB [polychlorinated biphenyl], asbestos, CFC
[chlorofluorocarbon], radioactive materials) issues. Representative industrial audits
include chemical manufacturing and distribution, paper and pulp, pharmaceutical,
printing, metalwork, and plastic film manufacturing.
Engleman currently assists companies with air quality compliance services,
greenhouse gas and climate change services, and environmental auditing. He recently
worked as a senior technical resource with Higgins to set up a program for the state
of Sâo Paulo, Brazil to reduce the impacts of toxic chemicals.
