Integrated coastal zone management (ICZM) is a relatively new concept in Algeria,
originating in the United States. It replaces a protectionist policy, long based on a naturalist
approach. The consideration of economic, sociological, biological, but also democratic,
educational and political concerns, as well as the relations between the various partners
involved have made it a means of managing territories that is essential at a time of sustainable
development.
Integrated management initiatives have been carried out at the regional level (Algerian
Coastal Development Plan) and inter-municipal level (PCR Réghaia-Héraoua Coastal Plan);
however, no ICZM experience has been carried out at the municipal level. The objective of
this study is to identify the requirements for the concrete implementation of an integrated
management within a coastal municipality and proposed an integrated management plan of
the coastal zone of the municipality of Rais Hamidou.
To respond to the problem, an elaboration of an inventory of fixtures is carried out, this stage
includes the identification of the economic activities, anthropic and natural pressures and
relevant actors of the commune.
The implementation of the ICZM process at the local level follows an approach based on an
integrated and joint diagnosis of many institutional services in charge of the environmental,
fisheries, governmental and administrative sector in the region. This diagnosis was based
mainly on interviews with officials of these services. Also an experiment including the
distribution of an online questionnaire was conducted, this questionnaire targeted the local
population of the municipality.
The answers collected highlighted the potential sources of pollution in the area and also the
problems related to poor management and planning in the area. From these findings an
integrated management plan is proposed, which revolves around: The effective
implementation of the coastal law, decentralization and improvement of coordination between
the institutions with marine and coastal competence and the APC and local communities in
the region, and the deindustrialization of the cement factory.
