physical variables throughout the Earth system, and the second addresses the
conversion of these data into information required by operational consumers.
The value of the information ultimately produced is heavily dependent on
the quantitative accuracy of the measurements made, therefore future
systems should be designed to achieve maximum accuracy of the physical
variables measured through accurate modeling of the reflectance or
backscattering process. Since the knowledge base supporting the data to
information conversion step is virtually non-existent, acting to expand this
knowledge base while at the same time enhancing the ability of the
information delivery system to deliver information in a convenient and
timely way through improvement of its archival and data access capabilities
will enhance our ability to deliver information of high economic and social
value, thereby increasing the return on the investments made in space-borne
Earth Observation systems.
