OBSERVATION APPLICATIONS IN FINLAND

The research institutes are responsible for developing new applications.
In the EO area, 11 research centers are carrying out research and developing
new applications. Almost all of these centers are also end-users, which
utilize remote sensing technologies in their public sector services. The
research centers are responsible for self-financing research and development,
but the Academy of Finland and TEKES as well as other financing agencies
can support some of the project expenses.
The Academy of Finland and TEKES are financing and coordinating
research and development. The Academy of Finland is financing basic
research and supports mainly scientists in universities. TEKES is responsible
for supporting industrial activities as well as applied technical research and
demonstration projects, and finances this development of applications
together with research institutes.

THE NATIONAL TECHNOLOGY PROGRAMME
Because Finnish research activities are scattered, TEKES established in
1996 a national technology program for Earth Observation activities. The
goal of the program is to increase co-operation at national level and to
support Finnish participation in international programs. The duration of the
program is 5 years and its budget is about 6 M Euros (FIM 33 million).
Projects are financed together with companies, research centers and TEKES.
Financing is shared and companies and research centers are taking care of
about 40–50 % of the project expenses.
The recommendations of the Finnish Space Committee have been taken
into account when defining specific objectives of the Technology Program.
The objectives are to develop new EO businesses, to utilize remote sensing
technologies for raising productivity in public sector services and for
monitoring the environment, to support innovative research, and to increase
international co-operation.
In 1997, in the second year of the program, the program consisted of 25
projects, which can be classified as follows:
