Monitoring and co-ordination
The CEO is currently in discussion with large data providers (such as
ESA, NOAA, NASA, EUMETSAT and CCRS, as well as national initiatives
within Europe, such as NEONET in the Netherlands and ISIS in Germany)
regarding collaboration and joint working agreements. The program has also
made significant contributions to the Committee on Earth Observation
Satellites (CEOS) and G7 initiatives on the accessibility and availability of
data and information, as well as progress towards an agreed international
catalogue interoperability protocol (CIP).

CAPTURE OF USER REQUIREMENTS IN THE
PATHFINDER PHASE
2.1
User requirement studies
Although the goal was to identify the requirements of the current and
potential users of Earth Observation data for the CEO program, many
requirements for EO can be found in the results of this action. The following
groups of EO users were addressed:
professional groups, through a series of workshops organized on a
national basis,
remote sensing Institutes in Europe, through four workshops organized
by groups of countries,
experimental user communities four (studies were conducted addressing
marine altimetry, coastal zones, agriculture, urban development, and
global change/atmosphere),
services of the European Commission, and
commercial agencies.
From the 11 studies, 59 organizations were contracted to collect user
requirements. In total, 407 different organizations were contacted, providing
1745 “requirement statements” for the CEO program. It was clear from an
early stage that these requirement statements could not be used on their own;
the method of expression varies, they overlap and duplicate in many areas
and there are too many of them to handle in any sensible manner. A method
of synthesis was developed to convert these requirement statements into
requirements for the CEO. This involved a process of sorting and evaluation
