ANNEX 3 - CORINAIR 90 POINT SOURCE SPECIFICATIONS: DEFINITION OF LARGE POINT SOURCES (LPS)
Large Point Sources to be considered must be at least (whatever the stack height):
Power plants with thermal capacity input ::::: 300 MW
(items of SNAP 90: I, 2 and 3.1) whatever the fuel
All oil refineries (items: 3.1,3.2.1,4.1)
All units of production of sulphuric acid, including installations for
abating S02 emissions in non-ferrous metal or elsewhere (item 4.4.1)
All units of production of nitric acid (item 4.4.2)
Integrated iron and steel plants with a capacity of production higher
than 3 millions tons per year. An integrated iron and steel plant
generally includes: iron ore reception, coke production, sinter plant,
blast furnace, steel conversion, rolling mill (grey iron foundry, lime
plants, galvanizing, surface treatment are not included) (items 3.1, 3.2.2,
3.2.3, 3.3.1, 3.3.2,4.2)
Paper pulp plant with a production capacity higher than 100 000 tty of
pulp (9 % dryness condition, ready for use and shipping) (items 3.1,
3.3.21, 4.6.2, 4.6.3)
Vehicule painting units with a production capacity higher than 100 000
veh./y (or equivalent). Some painting lines are presently equipped for
using low-VOC emission paints; they must be taken into account (item
6.1.1 )
Airports (item 8.5) with LTO cycles> 100000
National and international air traffic above 3 000 feet is not covered by
the present emission inventory. Only LTO cycle (landing-take off) is
concerned.
Airport activities should also include land operations (road traffic,
boilers, etc ... ); nevertheless these emissions are generally considered
much lower than L TO emissions.
LPS with large flows of pollutants (whatever the item)
· for S02, NOx, VOC
· for C02
· for CH4, N20, CO
plants emitting::::: 1 000 Mg/y
plants emitting::::: 300 000 Mg C02/y
no large emitter defined for these
pollutants.
N.B.: Whatever the criteria of large emitters, for a defined LPS, all eight pollutants
must be taken into account.
