1 Introduction
specific conservation objectives, conservation methods, and economic valuation
show significant differences between biodiversity and agrobiodiversity as
elaborated in this chapter. Different methods of conservation are summarized to
give the necessary technical background.
The conceptual framework for this study is described in Chapter 3. After a general
overview, the concept for economic valuation of natural resources are presented in
general and of PGRFA in particular, highlighting the benefits of conservation. As
will be shown in Chapter 3, the loss of genetic resources is much determined by
missing incentives for the conservation and transaction of PGRFA.
The institutional economic aspects of the transaction of PGRFA between
supply and demand are discussed in Chapter 4. The analysis concentrates on the
actors in the conservation and transaction activities. Furthermore, the role of the
intellectual property rights in the exchange system are analyzed and the different
institutional systems of exchange are discussed. In Chapter 5 the costs of plant
genetic resources conservation are estimated. This is done on a global and a
national level. Two case studies are reflected separately in Chapter 6 - the Indian
and German national program for the conservation of PGRFA. Economic
considerations and conclusions for PGRF A conservation policy are discussed in
Chapter 7.
