Effectiveness of PGRFA Conservation for Analyzed

After analyzing the expenditures for PGRF A conservation in 39 different
countries, the output of all national conservation activities must be analyzed.
Because of the problems associated with the valuation and monetization of the
benefits of PGRF A conservation, i.e., the intergenerative value as well as the nontradable value of PGRF A, a cost-benefit analysis will not be carried out to identify
profitable conservation investments. Consequently, the evaluation of the
effectiveness of national conservation activities has to be taken as a substitute for
evaluating these activities.

The overall objective is to obtain an idea of successful investment in
conservation of PGRF A in different countries. To do so, it is necessary to compare
the conservation expenditures of the surveyed countries with the benefits of
PGRF A conservation. The conservation success can be identified by judging the
degree of goal achievement of the national conservation activities. According to this
