In order to integrate environmental and coastal area development decision-making
processes in a more comprehensive way, it is necessary not only to elaborate and implement different environmental policy sub-sectors, but also to apply a common glue for
these broad policy fields. The polluter-pays principle, precautionary principle, and the
principle of preventing environmental damage form one component of this glue, spatial and land-use planning, as well as economic instruments, the second one (ibidem).
