environmental and archaeological authorities during the EIA process, resulted in a pipeline route and technical solutions which satisfy both fishery interests and conservation
interests.
The modifications, including a rerouteing avoiding Ogn0y and trenching in the narrowest parts of the shrimp trawling area, are from an environmental and fishery point
of view a considerable improvement.
From a cost point of view, the following conclusions can be made:
• Acceptance of the route via Vestre Bokn (with respect to fishery interests) means a
reduction in the costs of 300-400 million NOK.
• Changing the route from Ogn0y to Falkeidfheet to avoid landscape protection and
cultural heritage interests did not cause any increase in the cost estimates. The Ogn0y
alternative is actually calculated to be 280 million NOK more expensive.
• Modifying the onshore route to avoid archaeological sites did not influence costs
significantly (actually a reduction of ca. 1 million NOK was foreseen).
The planning of Europipe II and the EIA process have led to a pipeline route and a
technical solution which is significantly cheaper compared to other alternatives considered. The result is thus a solution which combines environmental goals, technical
requirements and good economy. Based on the experiences from the planning of
Europipe II, the following general conclusions and recommendations can be made:
• In order to identify potential conflicts with other interests, the EIA should be initiated as early as possible as an integrated part of the project development.
• Early dialogue with affected parties and relevant authorities is important for creating trust and confidence, identifying solutions and achieving compromises.
• Caring for the environment and third party interests do not necessarily increase
costs, provided the necessary changes and modifications are made during the engineering phase.
• Integrating the EIA into the project development may contribute to achieving beneficial solutions both from an environmental and an economic point of view.
