(mainly American universities) will provide a frame of reference for many international conferences addressing the seabed from a point of view of its protection, such
as the creation of marine protected areas in the high seas and the Area. Collaboration is being set up with regional institutions such as OSPAR (The Convention for
the Protection of the marine Environment of the North-East Atlantic).
A consolidation phase of the ISA can therefore be predicted, with much support, of all natures, from among developing and developed States and among NGOs
seeking to make of it a tool for the governance for which they are calling.
