The approach was based on the suggestions to strengthen the embankments as a result of
the experiences of the storm surge in 1953 and the goal was to retain the water from the
hinterland.
This probability of exceedance-based approach has been applied to the entire coast
of The Netherlands. From 1953 to the late 1980s many dikes, sluices and storm surge
barriers have been improved – and to some extent newly installed – to increase safety
against flooding. However, the design of the embankments was subject to the lack of experience and knowledge of the various failure mechanisms, which could lead to a dike
failure (TAW, 2000). The Technical Advisory Committee for Flood Defence published
comprehensive guidelines for the maintenance and the construction of embankments and
the consideration of different values and functions in the coastal zone and along the rivers –
see TAW (1998). Shortly after the completion of the Delta Works a new policy of dynamic
maintenance was established, accompanied with the baseline concept for the sandy coast
(MVenW 1990; Hillen and de Haan 1993). It was a reaction to the enduring coastal erosion
