It may be advisable to start the development of experiment plans separately
within the four areas defined in this paper entraining as many national agencies as
possible and useful. But then the synergies between the different approaches should
be developed, "Anchor Stations" should be selected that can be used jointly, field
campaigns have to be synchronized, and deliberations about the assimilation and use
of the data must be started in a comprehensive way. For this task it needs a strong
integrating body.
