The Management Plan of the Wadden Sea and its Visualisation

ABSRACT: Twelve different authorities are responsible for the use and protection of
the Wadden Sea, an internationally recognised wetland. They have for the first time
compiled an integrated Management Plan. It covers the following eight sectors:
environmental protection, coastal management, public works, transport, fishery,
energy, recreation, and military activities. GIS has played an important role in the
preparation and in the final visualisation of the plan. The Management Plan is
visualised in three ways: as a set of 15 maps in the so-called sector notes, meant as
background documents for the specialist; a set of 16 maps for the Management Plan
itself, meant for wide distribution; a simple PC-application using the original GIS data,
named the "Wadden Viewer" and meant for the authorities. A fourth form of
visualisation is now in preparation by making the data available via the Internet.
Introduction
The policy for the Wadden Sea is laid down by the Dutch government in the so called
“Planologische Kernbeslissing Waddenzee” (Wadden Sea Memorandum) and by the
provinces in the “Interprovincial Beleidsplan Waddenzeegebied” (Interprovincial
Management Plan Wadden Sea Area). The main objective of these documents for the
Wadden Sea is: the sustainable protection and development of the Wadden Sea as a
nature reserve. Human activities with an economic and/or recreational function are in
principle allowed, provided that they do not conflict with the main objective.
Twelve different authorities are responsible for the management of the
Wadden Sea. Each of them used to have its own management plan. After the revision
of the Wadden Sea Memorandum in 1994, each of these separate management plans
had to be revised also. In the Wadden Sea Memorandum there are directives to compile
