This body is responsible for the guidelines of the national policy. the exper—
tise and the evaluations needed by the Ministeries, the coordination between
operators and the notification of the public financial support devoted to each of
them. This task is carried on by a director assisted by a council.
L The Conneii
The Council gathers the representatives of the Ministeries, the public institu—
tions and the private operators involved. The council analyses all the items of
the implementation of the national policy.
2. The Director
The Director is appointed jointly by the Ministers of Environment and
Research. The nomination is prepared by the council. Advice and approval are
sought by all the ministeries involved. The director has responsability to imple—
ment the national policy.

3. Operation of the Coordination Nationale de la Biodiversité
A public scientific institution (CNRS, INRA or MNHN) is committed to
manage the operations of the coordination under the authority of the Ministère
de l’Enseignement Supérieur et de la Recherche. The budget of the Coordina—
tion is specifically identified in the National Budget and consequently in the
budget of the operating institution. The Director of the Coordination is respon—
sible for the use of the allocations.
2. Objecves
1. Create a network of observatories
Existing biological inventories are fragmentary. The sites and regions subjec—
ted to ecolo gical survey do not cover the national territory. France needs a coor—
dinated and recurrent observation system.
Under the authority of the Ministère de l’Environnement, IFEN creates a net—
work of observatories responsible for the biological and ecological survey of
the country. This network federates at the same time the multiple existing struc—
tures. The following tasks are carried on:

complete and update biological inventories,

—
contribute to collect all environmental data in association With the national
and local institutions in charge of the follow—up of environmental changes,
—
open to the public access to the data and organize the information in
connection with the users responsible for local development and resources
management.
