developers to follow a more sound environmental behavior by setting standards, requiring
environmental impact assessments (EIA), allowing for an adjustment period for industrial
establishments, forcing them to comply with regulations, and offering economic incentives.
The success
can be seen, not only in the level of compliance, but in the number of public
meetings to discuss EIA report that some companies voluntary hold.
Finally, scientists and researchers from various research institutions and universities
play a vital role to support the government in their environmental initiatives through
their research findings. With the high environmental standards and given the growing
number of research
institutions, goVernment agencies, NGOS, industries and other
interested organizations, the need to coordinate between these numerous entities for
'
data acquisition, access a'nd sharing has gradually increased.

The overall research objective Was to proVide information base for the Government
of Egypt to develop ICZM plan accounting for changes'occurring in the Nile Delta Coastal
ecosystem, through the development of en information system that would integrate a
geographical
information system (GIS), Earth Observation imagery/remote sensing (RS),
and conventional field survey data, relating to urban, induStrial and agricultural activities
that affect coastal water and resource quality.

It
can
be
observed that the ICZM process includes both analysis and
implementation. The analysis phase includes a number of key activities
such as: research
and data collection; problem identification; analysis of impacts on natural and socio—
economic systems; and plan/project formulation (including design).
implementation
phase is involved with Design of information system for DeltaCoast Monitoring and
Management. Figure (1) illustrates the proposed ICZM process.
