1 Introduction
2. To Protect China Interests in Outer Space Activities and Future Lunar Resources
Utilization
It was the major concern for the states engaged in lunar exploration to guarantee
rights and obligations by the Agreement Governing the Activities of States on the
Moon and Other Celestial Bodies, or well known as the Moon Treaty. It was the
objective fact that only the states capable of lunar exploration could benefit from the
Moon. China was a member of United Nations Committee on the Peaceful Uses of
Outer Space. It is practical for China to be capable of guarantee rights and obligations
by the Moon Treaty and sharing Moon benefits and protecting China’s interests after
implementation of lunar exploration program.
3. To Prompt Development of Advanced Technology in China
Many advanced technologies are integrated in space activities such as deep space
exploration. Implementation of lunar exploration will prompt development of
aerospace technologies and other advanced technologies, including launch vehicle,
deep space telecommunication, new power supply, photoelectricity, robotics, artificial intelligence, remote science, new material and etc. The application of such
advanced technologies in national economy and defense will improve China’s science
and technology as well.
4. To Prompt Innovation and Progress of Fundamental Science
The lunar surface absorbs the direct radiation from the Sun without interference
such as absorption/scattering/refraction of sunlight and electromagnetic wave by the
atmosphere and magnetic field like the Earth. It is ideal place to study astrophysics,
space physics and material science on the Moon. It will profoundly prompt innovation
and progress of fundamental science such as space astronomy, space physics, Earth
observation and space material, which will prompt progress of other fundamental
science at the same time.
5. To Utilize Lunar Resources and Prompt Sustainable Social Development of
Human Being
There are special resources of minerals and energy on the Moon that the Earth
doesn’t have. Utilization of lunar resources will have profound effect on sustainable
social development of human being. There is plentiful high-quality ilmenite in lunar
mare basalts, which will be raw material for production of metal, oxygen and water.
Other minerals resources like kalium, phosphorus, iron, uranium, thorium and other
rare elements on Earth will be important supplement of Earth resources. China will
devote to sustainable social development of human being by implementation of lunar
exploration program.
6. To Prompt International Cooperation in Space Domain
Future space program is getting more complex and enormous investment is needed.
Compared with Earth application satellites and manned space flight, lunar exploration
is more open to international communication and cooperation. Attempts at international cooperation in lunar exploration will help China’s space science, aerospace
