During 1970 and 1971, Dutch was the Chief of the Science Requirements and
Operations Branch at NASA JSC. This Branch was responsible for the definition,
coordination, and documentation of science experiments assigned to Apollo and
Skylab. This included the Apollo Lunar Science Experiment Packages (ALSEP)
that were left on the Moon and the experiments conducted in orbit around Earth
and the Moon. The ALSEP packages included seismic sensors, magnetometers,
spectrometers, ion detectors, heat flow sensors, charged particle and cosmic-ray
detectors, gravity measurements and more. The lunar orbit experiments included
the Scientific Instrument Module (SIM) Bay of the Apollo mothership, and the
sensors and the Particle and Fields subsatellites that were deployed in lunar orbit.
The work also defined the astronauts’ procedures for preparing the packages and
conducting experiments on the Moon and in lunar orbit. He also spent one year
with a contractor at NASA Goddard Space Flight Center on the Earth Resources
Technology Satellite (ERTS), later named Landsat 1.
Dutch also worked in the nuclear industry for seven years and wrote the book
“Nuclear Terrorism - A Primer”. As a contractor, he worked with the original
NASA Headquarters Space Station Task Force for ten years. He has written a
