David Gregory
He is the Assistant Chief of NASA’s Balloon Program Office (BPO) located at
Wallops Island, Virginia. He also serves as the Contracting Officer’s Technical
Representative (COTR) for NASA’s contract for the operation of the Columbia
Scientific Balloon Facility (CSBF) in Palestine, Texas.
Mr. Gregory provides BPO technical and management oversight on day-to-day
balloon operations, mission planning and technology development for terrestrial
ballooning. He serves as the primary BPO point of contact for inter-agency and
international coordination.
Prior to his current position as Assistant Chief, he served as the BPO Missions
and Operations Manager from 2001 to 2004. From 1999 to 2001 he worked as
a contractor at the Wallops Flight Facility as ULDB Operations Manager, and
as assistant to the BPO COTR for missions and operations support. From 1984
to 1999 he worked at CSBF: as Head of Operations for Electronics (19841987), CSBF Special-Projects Office Engineer (1987-1991), then as CSBF
Head of the Long Duration Balloon (LDB) Support Group. His duties included
electronic systems design, mission planning, balloon campaign management,
support of instrument mission formulation planning, flight support systems
verification and validation, and management of resources for support of balloon flight operations.
Prior to 1984, Mr. Gregory worked for GTE Sprint as a Terrestrial Microwave
Systems Engineer after completing graduate studies in Instrumental Sciences at
the University Of Arkansas. Concurrently he served in the U.S. Army and Army
National Guard as Battalion Staff Officer and as Unit Commander with various
assignments.
