13.1 Introduction
The Disaster Management Policy places a strong emphasis on saving lives, protecting
livelihoods and strengthening recovery from disasters with an approach to build back
better, and enabling safe living whilst preventing and reducing vulnerability. National
and local Disaster Risk Reduction (DRR) strategies and plans are key for effective
implementation of the Sendai Framework and for risk-sensitive development planning and implementation from grass-root level to national level (UNDRR 2019). To
address this, the Ministry of Disaster Management and Disaster Management Centre
(DMC) has designed an approach for building disaster-resilient communities with
a vision of “Safer Sri Lanka” by bridging the gap between Disaster Risk Reduction
(DRR) and long-term development objectives.
