Within the context of natural disaster management and natural disaster risk reduction, this Chapter recommends that drought mitigation, water conservation, and water
management should prioritize local people as central. For Western Cape Province,
there are already projects that by 2050, the rainfall in the province will likely decrease
by about 30% from current levels. The South African National Disaster Management
Framework (NDMF) of 2005 and the Western Cape Provincial Disaster Management
Framework should drought risk mitigation strategies in general, and communitybased water management strategies in particular should be streamlined and embraced
as a key part of community-based disaster management. It thus recommended that the
Disaster Management Centers at National, Provincial and Municipal levels collaborate to strengthen community-based water management strategies and institutionalize them so that drought risk mitigation, preparedness, responses, rehabilitation,
and recovery are enhanced. The same institutions should partner with government
and NGO actors partner to invest in community-based water management structures
to reduce the risk of drought in Western Cape and build community resilience in
light of imminent droughts since already there have be0en predictions that Western
Cape will experience moderate to strong warming over the next 100 years. It would
also help to further educate the communities on how best they can implement their
community-based water management strategies so that they utilize the knowledge for
better drought risk assessment, drought risk mitigation, and drought risk reduction.
All these will be in consistent with the four key priorities of the Sendai Framework
for Disaster Risk Reduction.
With the South African Draft National Climate Change Adaptation Strategy
published on 19 May 2019 for public comments, it is recommended that when
adopted, priority should be given to channel resources toward innovative and proactive community-based measures to sustainably plan, respond, and adapt to the
effects of climate change, especially in vulnerable provinces such as Western Cape,
which will assist in building climate-resilient societies. With specific regard to
droughts, municipalities need to thrive toward constructive alignment of their respective Disaster Management Plans, Water Strategies, and Climate Change Policies
with the National Climate Change Adaptation Strategy, Provincial and National
Disaster Management Framework, and global frameworks on disaster management
such as the Sendai Framework to allow for sustainability and facilitate smooth global
partnerships in disaster management down to the community levels.
