6.3 Administrative Control
Technology cannot bring in total solution to all problems. All administration system
is unique to human being compared to any other species for the reason it is used to
resolve many problems arising from social living. Administrative control to air pollution problem includes:
• Awareness
• Afforestation
• Urban planning
• Pollution tax
• Pollution trading
• International laws
• National and regional laws
Afforestation or planting new sampling to grow trees can provide an array of cobenefits apart from controlling air pollution. Including trees in urban planning can
provide good quality air for the citizens apart from temperature maintenance and
aesthetics. Proper urban planning must look into the allocation of space for different
category of activity like residential, institutional and commercial in such a way that
citizens will commute less, thereby polluting less. But the developing countries
have witnessed haphazard growth leading to development that had led to traffic
congestion and long traveling time.
Although several pollution control equipment is used, some minute quantities of
air pollutants are still emitted. Green belts formed by trees are effective in the
removal of such pollutants. Aerial parts of plants absorb pollutants on their surface.
Trees with ample height of crown, canopy besides broad leaves will trap pollutants effectively. These trees remove pollutants by
1. Trapping pollutants in the leaves and bark
2. Enhancing settlement of particulate by decreasing speed
3. Impinging particulate matter on the aerial parts of the trees
4. Adhesion and absorption of pollutants on wet surface
5. Removing carbon dioxide by photosynthesis
Taxation, pollution trading and laws to curb pollution have been discussed in
Chap. 1 of this volume.
Misadministration can lead to an array of reaction from citizens that include:
• Public interest litigation
• Complaints and letters
• Agitation
In extreme cases, poor administrative solution can lead to eco-terrorism wherein
aggrieved citizens can harm public servant and public property to draw attention of
administrators.
