The out-patient facility is composed of a check-in room, a waiting room, and 17
clinics. All the rooms and clinics require roughly the same area, with the exception
of the Minor Operation section that occupies nearly double the typical space. It was
therefore split into two facilities that have to be located next to each other. This
gives a total of 19 facilities, listed in Table 6.23. There is no data on the sizes of
the departments, so we formulate this problem as a QAP. Estimates of the patient
flows between services are available on an annual basis. The distances between
