Postpositivism
The paradigm that scored the third highest is postpositivism. This worldview is an
altered form of positivism (Lincoln et al. 2011, 2018; Meissner 2017). The ontology
of postpositivism rests on critical realism or a reality that exists, but one that is only
imperfectly and probabilistically apprehensible (Lincoln et al. 2018). This means
that there is a single reality, but we will never fully understand it or how to attain a
full understanding of it, because of the hidden variables and the shortage of absolutes
(Guba and Lincoln 2005; Lincoln et al. 2011, 2018; Meissner 2017).
When I asked Respondent 6, a municipal official, about eThekwini’s policies,
programmes and bylaws, he informed me about the following regarding Sustainable
Drainage Systems (SuDS):
The storm water policies essentially give details about the type of materials and pipes. They
will also deal with new developments in that…they will provide a storm water lens…We
don’t specify how, but we specify that we need to maintain previous development flow rates.
Our present bylaws don’t cover quality issues. Cape Town has incorporated quality issues
