11 RENEWABLE ENERGY POLICY IN VIETNAM

12,000 MW by 2030, accounting for 0.5, 1.6, and 3.3% of total
electricity production by 2020, 2025, and 2030, respectively.
Apart from these comprehensive strategies and plans on renewable
energy, there are several master and regional plans for specific types of
renewable energy such as biofuel and biomass power, including those
listed below.
Renewable Energy Master
Plan for Northern Region
The Renewable Energy Master Plan for the Northern Region to 2020,
with a vision to 2030 (Decision No. 8217/QD-BCT, dated 28 December
2012 of the Minister of Industry and Trade) provides targets that are
monitored annually for renewable energy development as follows:
• 2013–2020: the target for grid connection of renewable energy
is 325.7 MW, including small hydropower plants, biogas, waste
incineration, sugar cane, and rice husk biomass.
• 2020–2030: the target for grid connection of renewable energy
is 1230.5 MW, including small hydropower plants, biogas, waste
incineration, sugar cane, and rice husk biomass (Table 11.4).
Master Plan for Biomass Power
Generation in Mekong Delta
The Master Plan for Biomass Power Development in the Mekong Delta
region until 2020, including a vision to 2030, was endorsed by Decision 9486 in 2013 by MOIT. The Plan aims to develop biomass power
generation in this region to reach 214 MW of installed capacity by
2020, and 304 MW of installed capacity by 2030. Power generation will
be fed mostly by bagasse, rice husk, woodchip, and rice straw biomass
(Table 11.5).
The main principles of Vietnam’s energy policy in the field of renewable energy aim to:
