• Essential to such development will be the early availability of multiple pipelines.
Major export pipelines from the region will appropriately contribute to the secure
delivery of new sources of world energy supplies.
Since the collapse of the Soviet Union, the EU has applied several technical
assistance and training courses with the aim of helping the Caspian Sea states
develop their legal regimes to encourage private investment in the energy sector
both in development and transport. Some of these include “INOGATE” (Interstate
Oil and Gas Transports to Europe), “TACIS” (Technical Assistance to the
Commonwealth of Independent States), “CEP” (The Caspian Environment
Program), and “TRACECA” (Transport Corridor Europe, Caucasus, Asia) (Babali
2006:155).
INOGATE is one of the longest running energy technical assistance programs
funded by the European Union. Launched in 1996 and working within the policy
frameworks of the Baku Initiative and the Eastern Partnership. INOGATE cooperates with 11 Partner Countries to support a reduction in their dependency on fossil
fuels and imports, improve the security of their energy supply, and mitigate overall
climate change. The INOGATE Partner Countries are located in three geographical
regions and supported by three regional INOGATE Secretariats:
• Eastern Europe: Belarus, Moldova and Ukraine with its Secretariat in Kiev
• Caucasus: Armenia, Azerbaijan and Georgia with its Secretariat in Tbilisi
• Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan

The organization has the following objectives:
• Converging energy markets based on the principles of the EU internal energy
market taking into account the particularities of the Partner Countries
• Enhancing energy security by addressing the issues of energy exports/imports,
supply diversification, energy transit and energy demand
• Supporting sustainable energy development, including the development of
energy efficiency, renewable energy and demand side management
• Attracting investment toward energy projects of common and regional interest.

Energy Union
The European Union needs a common energy policy and regulations prepared new
framework for EU members and prepared new package in this package, the EU is
focused on three main goals. Firstly, the continuing diversification of natural gas
resource policy. Secondly, modernization of the electricity market. And finally, the
development of energy efficiency using renewables and other alternative forms of
energy (www.forbes.com 2016a, b, c, d).
