Abstract
This chapter further explores the application
of top-down and bottom-up approaches to climate change adaptation. Section “The TopDown Approach to Creating Paradise: The
Tobago Cays Marine Park (TCMP) Marine
Livelihoods Initiative” of this chapter assesses
the application of top-down approach implemented by the Government of SVG to realize
the Tobago Cays Marine Park (TCMP). It
highlights the economic and ecological capital
of the marine park and its benefits to enable
the island to sustainable tourism as an economic driver. It highlighted the challenges
encountered by the government to implement
the marine park remotely from Kingstown, the
capital. The government learned from the difficulties encountered implementing a topdown approach to establish the marine park
and moved swiftly toward implementing a
hybrid model which provides opportunities
for all stakeholder to participate in the decision governance of the park which resulted in
the effective implementation of the Marine
Park Project. The second case study presents
the JEMS youth-led bottom- up National
Climate Change Campaign which led to the
mobilisation and participation of over half of
the population of SVG in climate action, the
development of GIS climate risk in six districts and the raising of national awareness on
the impact of climate change.

There is an emphasis on SIDS to explore innovative strategies and approaches to climate change
adaptation as a strategy for building the resilience and capacity of islanders to adapt to the
impact of climate change. This chapter explores
the application of top-down and bottom-up
approaches to climate change adaptation. It is
divided into two sections. Section “The TopDown Approach to Creating Paradise: The
Tobago Cays Marine Park (TCMP) Marine
Livelihoods Initiative” explores the use of a topdown method to create the Tobago Cays Marine
Park (TCMP). Section “The JEMS Bottom-Up
Approach to Capacity Building for Youth to
Adapt to Climate Change” presents an analysis
of the application of the bottom-up approach
implemented by JEMS and the Civil Society
Agency to build the capacity of the youth to
adapt to climate change. The analysis utilised
