Regulation As applied within the EU, a regulation is a binding act that has to be
fully applied as it is written across all EU member states.
Reliability A quantity that describes the ability of a component or a system to work
according to its specifications for a certain period of time. Specifically, the function
R(t) indicates the probability that the component or system is still working at time
t.
Residual risk The risk(s) that remain even after completion of a risk assessment
and implementation of risk management measures. This can include risks accepted
considering costs and benefits, risks incorrectly assessed due to uncertainties, and
risks that exist but have not been identified.
Risk In the context of chemical products and processes, a risk is the potential
(probability) for harm (impact) to protected goods by specific, hazardous conditions,
or circumstances.
Safeguard Within a chemical process, a safeguard is any engineered system or
administrative control used to (1) interrupt the sequence of events following an
initiating event (known as a preventive safeguard) or (2) mitigate the consequences
of the events (known as a mitigative safeguard).
Scenario A set of hypothetical but possible situations or conditions that are used
to describe a possible course of events. A scenario describes events that may occur
in the future, but it does not constitute a prognosis.
Social acceptability One of the three guiding principles of integrated development
(in addition to eco-efficiency and inherent safety). It aims to proactively ensure that
a societal dialogue on the risks and benefits of a chemical product or process takes
place rather than relying on reactive management of societal conflicts.
Substance of very high concern (SVHC) Under the European chemicals regulation REACH, an SVHC is a chemical with certain hazardous properties such as
carcinogenicity, mutagenicity, or toxicity to reproduction (CMR properties) or persistence, bioaccumulation potential, and toxicity (PBT properties). All recognized
SVHCs are published on the “Candidate List of substances of very high concern for
Authorisation.”
Sustainable development As defined in the 1987 Brundtland Report, it is “development that meets the needs of the present without compromising the ability of
future generations to meet their own needs.”
Thermal process safety A field within process risk assessment pertaining to the
management of hazardous thermal energy that can be generated during industrial
chemical reactions.
