which regulates it; regulations concerning energy efficiency in external lighting installations and their complementary technical instructions; guides to
the regulation of energy efficiency in external lighting installations; ‘reference
criteria concerning lamps relative to %FHS (according to regulation 245/2009
of the European Commission)’; rules governing sports and leisure facilities of
the Upper Council of Sports; basic rules for radioelectric facility projects; etc.
That is how things are done in Spain.
In spite of all this, we at the IAC are optimistic, and our OTPC colleagues
tell me that the time will come when the quality of the skies above La Palma
will be an astronomical resource valued not only by scientists but also by the
islanders. Possession of this jewel will be a source of pride to them, and it will
be they who strive to keep it. Let us hope the OTPC is right.
