More countries then began to join the treaty: Germany joined on 8 April
1983, followed by Norway on 24 January 1992, France on 2 July of the same
year, Italy on 30 March I993, Belgium on 21 November 2002, and Finland
on 3 July 2004.
There was much to celebrate with the outcome. The Treaty of Cooperation
in Astrophysics covers many matters of great importance:
• The Observatories would be Spanish and governed by Spanish legislation
in addition to the stipulations in the Treaty.
• The IAC would be granted ownership of both Observatories.
• Spain would be awarded, free of charge, at least 20 per cent of the observing time on each of the telescopes and instruments installed at the
Observatories (this observing time, under the supervision of the IAC,
would be for the use of Spanish institutions and other collaborative centres
of any nationality, with the addition of a further 5 per cent of observing
time on each telescope assigned for carrying out cooperative programmes).
• Those institutions with instrumentation at the IAC Observatories would
cooperate in the training of Spanish scientific and technical personnel,
with grants from the owner countries, and programmes of scientific and
technical cooperation would also be set up.
