Project performance can be closely affected by economic policies. However,
finding the link between the two is probably easier for outsiders than for the national
officials, as often, in developing countries, there is a broader responsibility dispersion. For example, providing potable water may fall under the responsibility of the
ministry of public works or the ministry of utilities, while attaining an appropriate
level of cost recovery and fixing the appropriate prices for the domestic sector and/or
tourism and industrial sectors – both being significant components of the project
success – may rest upon the ministry of finance, and/or tourism and industry.
“Too many cooks spoil the broth” goes the saying. If one person is in charge of
the tea making, he can give the necessary instructions how to carry out the whole
process. However, if there is no coordination, we will soon find that many people
attempt to carry out the same activities, while some activities are not being
attended to.
