Chapter 15
Multi Objective Evaluation Criteria
for Infrastructure
I think it’s really important to start thinking about
infrastructure as essential national security.
Richard Engel
Infrastructure investment can boost economic growth and
employment, and, in fact, it is fiscally neutral.
Lou Jiwei
Design is a funny word. Some people think design means how
it looks. But of course, if you dig deeper, it’s really how it
works.
Steve Jobs
Older people sit down and ask, ‘What is it?’ but the boy asks,
‘What can I do with it?’
Steve Jobs
True genius resides in the capacity for evaluation of
uncertain, hazardous, and conflicting information.
Winston Churchill
The infrastructure alternatives try to accomplish various objectives. This chapter
gives examples to show how to tackle the objectives under different criteria. It is
necessary to consider weightage coefficients which may be applied to different
objectives. Step by step calculations are given for examples that can be applied to
infrastructure and ancillary projects. For example, economic, environment or political criteria can be studied using the different techniques available (Simple Additive
Weighting Method, Analytic Hierarchy Process, Concordance Analysis Techniques,
Multi Attribute Utility Theory). The data required, in most cases, are usually modest;
some only needing detailed data on the most significant criteria. Multi-criteria
models may provide many of the basic elements needed for a rigorous decision
process. Although more complex decision methods might be needed to effectively
appraise a complex engineering project proposal, these simple techniques can
nevertheless offer an excellent basis for appreciating several fundamental theoretical
aspects of more intricate models.
