Hence, under a DBFO contract, the private sector is required to construct, operate
and maintain such a layout plan in addition to taking responsibility for some of the
planning risk. Most DBFO projects have proposed that the idea of planning risk will
deliver better money value. Risk sharing within such contracts has been inciting,
in which the protestor action and latent defect risk were the two areas that proved
delivering of better money value to the private sector (British Highways Agency
1997).
15.6 Design–Build (D/B)
Unlike the previous contracts, a design-build contract is dependent on an individual
accountability point. It focuses on decreasing the risk potential for the project owner
in addition to minimizing the delivery agenda through corresponding the design and
construction stage of the project. As a result of the individual accountability point,
DB contracts incorporate clear fixes for the clients due to the fact that regardless of the
nature of the responsibility, the contractor is accountable for all the work completed
on the project (Murdoch and Hughes 2007).
Traditionally, construction projects usually appoint a designer on one side and a
contractor on the other, but the DB alters the common work procedure. It grants the
clients wish, an individual accountability point, in order to minimize risks as well as
the total budgets. Presently, this approach is used in numerous countries and several
forms of this type of contract are also available.
Occasionally, design-build is compared to the “master builder” methodology,
which is considered as one of the oldest forms of construction sequence.

Contracting Handbook claimed that from a historical viewpoint, the traditional
methodology is in fact an innovative theory as it has only been used for about
150 years. On the other hand, the “master builder” theory is said to have existed
for more than four millennia (Kwak et al. 2009).
Conversely, the Design-Build Institute of America (DBIA) suggests that a
contractor, a designer, a developer or a joint venture can lead a design-build
based project, provided the entity maintains single contracts for design and
construction (Robert and Michael 2001). Some architects have even proposed that
architect-led design-build is a precise method to design-build.
15.7 O & M (Operation and Maintenance)
Building operation and maintenance, which is referred to as O&M, is defined as the
continuous activity of preserving a building system’s functioning corresponding to
the objective of the design, the changing necessities of the owners and consumers,
