At the federal/national level, the KeTSA is responsible for management and
conservation of natural resources, forests, biodiversity and minerals. Management
of peatland ecosystems is a cross-sectoral issue and has been coordinated by KeTSA
through the Biodiversity and Forestry Management Division (BBP), in collaboration
with the Ministry of Environment and Water (KASA). The BBP is responsible for
conservation and development of forest areas in line with principles of sustainable
forest management and works with the support of departments such as State Forestry
Departments and Forest Research Institute of Malaysia (FRIM). The BBP is facilitating and overseeing the implementation of the NAPP and the NPBD. The KASA
aims to establish a holistic policy framework to ensure a healthy, clean, safe and
productive environment so as to achieve sustainable development and to ensure that
the country’s interest in global and regional environmental issues is protected with
support from the Department of Environment (DOE) and other departments as
appropriate.
At the Federal level, the following Table 26.6 lists key agencies that are of
particular relevance to the peatland management in the country.
26.5.1 Department of Environment (DOE)
The DOE has been in implementation of a national programme since 2009, with
implementation of the Five-Year Malaysia Plan of ninth, tenth and 11th (FYMP
9–11), on management of fire prone peatland in the country. The DOE first produced
and executed Standard Operating Procedure (SOP) in Implementing Peat Fire
Prevention Programme to Combat Haze in Malaysia in 2015. In 2019, the DOE
has reviewed and updated the SOP and drafted a Master Plan for Management of
Fire Prone Peatland in Malaysia for 2021–2030. These documents are to strengthen
the coordination of systematic peat fire prevention actions with involvement of
various stakeholders including departments from different ministries, private sector,
NGO/CSOs, research institutes and local community groups.
26.5.2 Department of Irrigation and Drainage (DID)
DID presently manages 15 reservoir dams located in various states to fulfil the
department’s role in providing adequate irrigation water, flood mitigation, peatland
fire and silt retention. More dams are scheduled for implementation in the future to
meet the ever-increasing demands and social expectations of the public as the nation
strives towards becoming a developed country by the year 2020. DID has been
supporting the national programme of DOE to construct check dams within and
adjacent to the fire prone peatlands with the aim to prevent peat fire incident.
