the attention of decision-makers to the possibility of using this form of energy
production.
16. The inland waterway transport’s role in Poland is marginal. The lack of a
prospective plan for the modernization of waterways and the construction of
infrastructure developed in agreement with various social groups only leads to
the intensification of existing conflicts. Possibilities to utilize waterways are
sought in their touristic and recreational exploitation. It seems a top priority
matter that on key issues for the country, such as the state of its water resources
and their use, the decision-makers would be consensus and cooperation of
both opponents and advocates of the inland waterway development program
in Poland.
17. Plant irrigation in Poland has a supplementary character. The production effects
depend significantly on soil and rainfall conditions over the period of high
water needs of crops. Production and economic efficiency of agricultural crops
condition the development of irrigation systems and hence water consumption
within the area.
18. The conventional power plant with a combined generation of electricity and
heat, situated in the Upper Vistula River sub-basin, Poland is presented as a
case study. The assessment of the general status of a given body of surface
water was conducted on the basis of the analysis of the results of the assessment
of the ecological status/potential and of the chemical status of the body of
surface water in question.
21.4 Recommendations
Research confirms that water resources in Poland are diverse both in time and in
space. Compared to other European countries, Poland has relatively small resources
of renewable surface waters. In the future, the lack of adequate quantity and quality of
water may constitute a barrier to economic development. Therefore, further research
is recommended to develop measures coordinating both flood protection and mitigation of effects and drought. Joint activities in the field of water resources protection
should be carried out in cooperation with hydrologists, officials, planners and engineers. Practical conclusions, especially regarding regional development barriers, can
significantly extend water management aimed at mitigating the effects of drought
and floods on a national and regional scale.
This section contain recommendations for water resources management in Poland
obtained from the chapters presented in this volume.
1. In the future, the focus should be on research showing current water management
in Poland in the opinion of officials, local government officials, stakeholders
and society. It will be particularly important to pay attention to the development
of effective communication schemes between various institutions. The method
of communication plays a key role in making decisions, especially in crisis
situations.
