20.3.2 Assessment of Water Status and Achievement
of Environmental Objectives
As part of the work on the updated RBMP [16], with respect to the body of water
receiving spent cooling water from the conventional power plant, the objective was
set as follows: achieving good ecological potential and maintaining good chemical
status. On the other hand, it was indicated that the water stretch in question was not
at risk of failing to achieve environmental objectives. The power plant canal, which
supplies water for cooling the turbine sets, was also considered not at risk of failing
to achieve environmental objectives.
The criteria for determining the ecological potential and chemical status stipulated
in the uRBMP were established in accordance with the requirements in force at the
time. They were included in the Regulation of the Minister of the Environment of
9 November 2011 on the method of classification of the status of bodies of surface
water and on environmental quality standards with respect to priority substances
[17].
The assessment of the general status of a given body of surface water was
conducted on the basis of the analysis of the results of the assessment of the ecological
status/potential and of the chemical status of the body of surface water in question.
The overall status of the body of surface water can only be assessed as good if its
chemical status is good and at the same time the ecological status/potential of that
body of surface water is at least good.
It should be noted that in the case of bodies of water which are rivers and for
which no measurement and control points have been established (as for the power
plant canal in question), their status was assessed on the basis of the results of the
research carried out within the framework of State Environmental Monitoring. The
research should be done accordingly the procedure for mapping the results of water
status assessment for unmonitored bodies of surface water on the basis of the results
for monitored bodies of surface water using obligatory and optional similarities.
As a consequence, the updated RBMP indicated that the power plant canal in
question was not a monitored body of surface water. For the canal, “at least good
ecological status/potential” and “good” chemical status were indicated. The current
status of the body of surface water was considered “good”. It was indicated that the
canal had the status of an artificial body of water. With respect to the “assessment
of failing to achieve environmental objectives”, the body of water was identified
as not being at risk. To the canal, derogation (4(4)-3) according to the RBMP was
assigned: “Due to the salinity and impact of mine waters”, in accordance with the
provisions of the RBMP and of the national water and environmental programme.
