19 Review and Outlook
Return to the management of water resources rather than of the manager
After a period of time, water resources management shall be returned to resources,
rather than the resources manager. It is believed that the water resources manager
accountability system developed in the strictest water resources management strategy
and the river and lake chief system is a short-term strategy aimed at improving
water resources management and system implementation, rather than being aimed
at managing the manager. Therefore, with the improved implementation of the water
resources management system, the water resources manager system will be retired.
